Legitimate PSD Letters for Oregon Residents
A letter from a professional licensed in Oregon, documenting your mental health disability and the tasks your dog is trained to perform. You pay nothing until they approve you.
Oregon has no state-level fair housing agency on HUD's list, so a housing dispute here goes directly to HUD rather than to a state body — worth knowing before you need it. Visits are by video or phone, covering Portland, Salem, Eugene and everywhere else in the state.

The Training Is What Makes a Service Dog
A dog becomes a psychiatric service dog by being individually trained to perform tasks that help with a disability. Not by being registered, not by wearing a vest, and not by a letter. If your dog is not task-trained yet, an ESA letter is the honest choice in Oregon and it costs less.
Trained tasks
What Counts as a Task
A task is something the dog actively does. Comfort from its presence alone is not a task — that is the line between a PSD and an ESA.
- Blocking or creating space between you and other people in a queue
- Retrieving a drink so you can take medication
- Applying tactile stimulation to interrupt a flashback
- Deep pressure therapy to reduce anxiety
- Waking you from a night terror
- Fetching a phone or medication during an episode
- Alerting you to the early physical signs of dissociation
Where It Applies in Oregon
- Public access — ADA
- Staff may ask two questions only: is the dog required because of a disability, and what tasks has it been trained to perform.
- Housing — Fair Housing Act
- Pet rent, deposits, breed bans and weight caps generally do not apply to an assistance animal.
- Air travel — DOT form
- Airlines accept trained service dogs using the Department of Transportation form, which you sign yourself.
No letter creates any of these. They come from the training.

Where to Complain in Oregon
Oregon does not have its own state fair housing agency on HUD's list, so housing complaints go directly to the US Department of Housing and Urban Development. A public accommodation that refused a trained service dog is an ADA matter, which goes to the US Department of Justice.

Questions
Oregon PSD Letter FAQs
How do I get a psychiatric service dog letter in Oregon?
Complete the free screening, meet a mental health professional licensed in Oregon for a visit by video or phone, and if they approve you your signed PDF arrives within 10 minutes. The letter documents your disability and the tasks your dog performs. It does not train your dog and it does not certify it, because no certification for service dogs exists.
Does a PSD letter certify my service dog in Oregon?
No, and nothing does. There is no certification, registration or licensing for service dogs in Oregon or anywhere else in the US, and the Department of Justice states that registration documents convey no rights. What makes a dog a psychiatric service dog is individual training to perform tasks that mitigate a disability.
Does my provider have to be licensed in Oregon?
Yes. The letter has to come from someone licensed to practise in Oregon, because that licence is what a housing provider verifies against the state register. A letter signed by a provider licensed elsewhere fails that check.
Where do I complain if I'm refused in Oregon?
Oregon does not have its own state fair housing agency on HUD's list, so housing complaints go directly to the US Department of Housing and Urban Development. For a public accommodation refused under the ADA, complaints go to the US Department of Justice.
What is the difference between a PSD and an ESA in Oregon?
A psychiatric service dog is trained to perform specific tasks, which gives it public access rights under the ADA. An emotional support animal helps by its presence, needs no training, and has housing rights but no public access rights. If your dog is not task-trained, an ESA letter is the honest option in Oregon and it costs less.
What if my Oregon housing provider asks for proof of training?
For housing, a provider may ask for documentation of a disability-related need for the animal. They generally cannot require certification, registration, an ID card, or that the dog demonstrate its tasks. If you are asked for those specifically, say in writing that no such certification exists in the US.
Can I fly out of Oregon with my psychiatric service dog?
Yes. Trained service dogs are still accepted by airlines. Carriers require the Department of Transportation's Service Animal Air Transportation Form, which you complete and sign yourself. A clinician's letter can support your case, but the DOT form is the document airlines actually ask for — a letter does not replace it.
Is it illegal to pass a pet off as a service dog in Oregon?
Misrepresenting a pet as a service animal is a criminal offence in many states, and penalties vary. Beyond the legal risk, it makes life harder for handlers with genuinely trained dogs, which is why we will not sell you a certificate or an ID card for an untrained animal.
