Legitimate PSD Letters for Pennsylvania Residents

A letter from a professional licensed in Pennsylvania, documenting your mental health disability and the tasks your dog is trained to perform. You pay nothing until they approve you.

Pennsylvania runs its own fair housing enforcement through the Pennsylvania Human Relations Commission, so a housing dispute here can be taken up at state level as well as federally. Visits are by video or phone, covering Philadelphia, Pittsburgh, Allentown and everywhere else in the state.

The Training Is What Makes a Service Dog

A dog becomes a psychiatric service dog by being individually trained to perform tasks that help with a disability. Not by being registered, not by wearing a vest, and not by a letter. If your dog is not task-trained yet, an ESA letter is the honest choice in Pennsylvania and it costs less.

Trained tasks

What Counts as a Task

A task is something the dog actively does. Comfort from its presence alone is not a task — that is the line between a PSD and an ESA.

  • Turning on lights before you enter a dark room
  • Carrying medication or emergency information in a vest pocket
  • Reminding you to take medication at a set time
  • Room searching before you enter, for PTSD-related fear
  • Blocking or creating space between you and other people in a queue
  • Retrieving a drink so you can take medication
  • Applying tactile stimulation to interrupt a flashback

Where It Applies in Pennsylvania

Public access — ADA
Staff may ask two questions only: is the dog required because of a disability, and what tasks has it been trained to perform.
Housing — Fair Housing Act
Pet rent, deposits, breed bans and weight caps generally do not apply to an assistance animal.
Air travel — DOT form
Airlines accept trained service dogs using the Department of Transportation form, which you sign yourself.

No letter creates any of these. They come from the training.

Where to Complain in Pennsylvania

Housing complaints in Pennsylvania are handled by the Pennsylvania Human Relations Commission, and you can also file federally with the US Department of Housing and Urban Development. A public accommodation that refused a trained service dog is an ADA matter, which goes to the US Department of Justice.

Questions

Pennsylvania PSD Letter FAQs

How do I get a psychiatric service dog letter in Pennsylvania?

Complete the free screening, meet a mental health professional licensed in Pennsylvania for a visit by video or phone, and if they approve you your signed PDF arrives within 10 minutes. The letter documents your disability and the tasks your dog performs. It does not train your dog and it does not certify it, because no certification for service dogs exists.

Does a PSD letter certify my service dog in Pennsylvania?

No, and nothing does. There is no certification, registration or licensing for service dogs in Pennsylvania or anywhere else in the US, and the Department of Justice states that registration documents convey no rights. What makes a dog a psychiatric service dog is individual training to perform tasks that mitigate a disability.

Can a psychiatric service dog be any breed in Pennsylvania?

Yes. The ADA does not restrict service animals by breed, and breed bans in a housing provider's pet policy generally do not apply to an assistance animal. A housing provider can only object based on your individual dog's actual conduct or history.

Who can train a psychiatric service dog in Pennsylvania?

You can train the dog yourself, or use a professional trainer. The ADA does not require training by a program or any certification of the trainer. What matters is that the dog is individually trained to perform specific tasks that help with your disability.

Can my PA employer refuse my psychiatric service dog?

Employment is covered by a different part of the ADA, and a service dog at work is handled as a reasonable accommodation request to your employer. The analysis is not the same as housing or public access, so talk to your HR department and, if it gets difficult, an employment lawyer.

Can a Pennsylvania landlord refuse my psychiatric service dog?

Generally not on the basis of a no-pets policy, a breed ban or a weight cap — under the Fair Housing Act an assistance animal is not a pet. A housing provider can refuse only on narrow grounds, such as your specific dog posing a direct threat or causing substantial property damage, and they generally cannot charge pet rent or a pet deposit.

Does my provider have to be licensed in Pennsylvania?

Yes. The letter has to come from someone licensed to practise in Pennsylvania, because that licence is what a housing provider verifies against the state register. A letter signed by a provider licensed elsewhere fails that check.

Where do I complain if I'm refused in Pennsylvania?

Housing complaints in Pennsylvania go to the Pennsylvania Human Relations Commission, and you can also file federally with HUD. For a public accommodation refused under the ADA, complaints go to the US Department of Justice. Keep dated records of what happened.
